According to payment of wages act-1936, if any claims arising out of deductions from wages or delay in payment of wages and penalty for malicious claims we can apply to below authorities for taking action
1. Any Commissioner for Workmen’s Compensation
2. Regional Labour Commissioner or Assistant Labour Commissioner
3. Presiding officer of any Labour Court
4. Judge of a Civil Court or a Judicial Magistrate
